רקע
המפעל הציוני ומדינת ישראל נמצאים מיסודם בדיסונאנס מובנה: מחד, התנועה הציונית פעלה למימוש ערכים בעלי זהות לאומית פרטיקולארית כמו: ריבונות, השיבה לארץ ישראל, חידוש השפה העברית, ערכי מורשת ועוד. מאידך, השאיפה לנורמליזציה, להיות ככל העמים, מובנית בחזרתו של העם היהודי אל הריאליה והיא מעמתת את הזהות הפרטיקולרית עם מערכות ערכים אחרות, כמו גם עם אילוצים וצרכים מעשיים של חיי אומה.
תהליך ליבון וגיבוש ערכי היסוד באו לידי ביטוי בהתפתחותה ההיסטורית של המדינה, ובקביעת המדיניות בשאלות מרכזיות מימי טרום הקמת המדינה ועד ימינו אלה.
מוקד השפעה מרכזי בתהליך זה, הינו האליטה האינטלקטואלית והתרבותית. כבכל חברה דווקא קבוצה זו היא יוצרת את הרעיונות, אותם מממשים אנשי השרות הציבורי במערכות השונות. האתגרים הייחודיים שישראל ניצבת בפניהם מחייבים פיתוח מנהיגות אינטלקטואלית וציבורית, בעלת זהות מפותחת, ידע נרחב וזיקה עמוקה לחברה הישראלית ולממדים ההיסטוריים והתרבותיים שלה.
הדרך לפיתוח מנהיגות כזו, עוברת בלימוד מעמיק ורב תחומי, פיתוח מיומנויות אישיות ושותפות לקהילה מקצועית, המוכוונת לתרומה אמיתית לחברה ולמדינה.

המכללה למדינאות נוסדה בשנת תשס"ז (2007), כמוסד אינטלקטואלי המבוסס על הגות יהודית ציונית במטרה להכשיר מדינאים ומנהיגי ציבור, בעלי תודעה היסטורית, עומק מחשבתי ורוחב דעת, המסורים לבניינה ולשגשוגה של מדינת ישראל.

Background and Vision
Background
Since their inception, the Zionist enterprise and the State of Israel have been contending with inherent dissonance: on the one hand, the Zionist movement sought to realize values of a particularist, national identity, such as sovereignty, the return to the land of Israel, revival of the Hebrew language, values of Jewish heritage and more. On the other hand, the Jewish people’s desire for normalization—to be like other nations—has placed its particularist identity at odds with other value systems, not to mention the constraints and practical needs of a nation.
The process of clarifying and formulating Israel's core values has been reflected in the historical development of the country and in the setting key policy issues, from pre-statehood to the present. The intellectual and cultural elite are a central influential force in this process; as in any society, it is specifically this segment that develops the ideas which people in various public sectors then implement.
The unique challenges facing Israel necessitate the development of intellectual and public leadership with a well developed sense of identity, broad knowledge and a deep connection to Israeli society and its historical and cultural dimensions. The way to develop such leadership is through in-depth, multidisciplinary study; the development of personal skills; and through collaboration with a professional community geared toward genuine contribution to society and the State.
The Vision
The Jewish Statesmanship Center was founded in 2007 with the goal of establishing a theoretical foundation for the public discourse and developing visionary, broad-minded and highly capable leadership which has the knowledge and skills to lead society and the State of Israel. We believe such leadership will develop through systematic and thorough study of issues relating to identity and public policy, and the creation of a value-based, professional community which can take part in Israel's public systems.
The Goals

· Training public leadership that has an historical consciousness and broad-minded perspectives.
· Promoting talented young professionals in the public sphere.

Dear Friends,
This generation has witnessed the ingathering of the exiles and the establishment of the State of Israel as a flourishing and strong country. Nevertheless, Israel faces complex challenges, both of a diplomatic-security nature and in matters related to identity, society and culture.
As has become evident in recent years, without ethical and principled leadership that sincerely and wholeheartedly believes in the values of Zionism and Judaism, Israel will find it increasingly difficult to address these challenges.
The Jewish Statesmanship Center has taken upon itself the crucial task of developing committed, public-oriented political and social leaders, with broad knowledge and a solid Zionist vision. At the Center, young students, professionals and civil service workers acquire the knowledge and tools that a Jewish and Zionist leader needs at this time.
The Jewish Statesmanship Center is a unique institution in Israel and its contribution to the future of the State of Israel and the Jewish people is of great importance. Identity and Public Policy Program for Outstanding Students
The Identity and Public Policy Program provides students with in-depth knowledge and strategic tools for analyzing fundamental questions regarding public policy in Israel, while cultivating Jewish and Zionist thought. Additionally, the program gives students the personal skills necessary for their future roles in the public and/or intellectual sphere. All this makes for a truly meaningful and transformative student experience.
Why "Identity and Public Policy"?
Appropriate decision-making regarding questions of policy must be grounded in a proper understanding of the ideological and cultural infrastructure on which policies are based. Examination of the basic concepts that constitute the public discourse in Israel, while studying the identity components of society, forms a significant part in the development of national leadership which can effectively lead Israeli society.
The program consists of four terms, totaling over 400 academic hours (the equivalent of an MA in Israel), and covers the following study units:
The State of Israel: Particularism vs. Universalism
Israel and the Middle East: Defensiveness vs. Proactivity
Israel and the International Community: a threat to world peace or a light unto the nations?
The Necessary Infrastructure and Processes Toward a Just Society
Each study unit consists of various courses including religious and national movements; Israeli literature; basic concepts in Jewish tradition; political psychology; governmental systems; democracy and freedom; international human rights law; the Arab world; Islamic culture, politics and terrorism; the media and public discourse; army and security issues; Israel’s judiciary; Israel–U.S. relations; foreign policy and the international community; and global and national economy. Lectures are given by academics, public figures and top experts in these fields. Students are also given personal academic mentoring throughout their studies.
In addition to the rigorous academic program, tours are conducted throughout the country, highlighting strategic points; English language workshops are offered as well as public speaking workshops. The Center also runs leadership training and team building workshops, with the goal of improving interpersonal communication and developing creative thinking, risk-taking strategies and problem-solving skills. The JSC invests in these workshops as part of our strategy of building a cohesive social and professional community among the students, with well-developed relationships and the ability to function synergistically.
